I have etc. to acknowledge the

receipt of your despatch No.676 of the 3rd

September, and to inform you that His

Majesty will not be advised to exercise

his power of disallowance in respect of

Ordinance No.12of 1938 shortly entitled

the Sand Amendment Ordinance 1938.

however whether the power to arrest

without a warrant and to detain offenders
